UPS Freight offers regularly scheduled service to and from Puerto Rico and the U.S. Virgin Islands. Southbound freight may originate from any point of service in the U.S., Canada or Mexico. Northbound freight may originate from any point of service in Puerto Rico.

Ocean Service

Island Delivery
Our San Juan agency service center is centrally located in Puerto Rico, allowing expedited delivery to points throughout the island. Freight destined for the Virgin Islands is quickly transloaded for final delivery

Documentation
Shipments to Puerto Rico require a standard bill of lading, a commercial invoice, and Shipper’s Export Declaration (SED). The U.S. Census Bureau implemented regulatory changes regarding the filing of SEDs that apply to all carriers and customers who ship to Puerto Rico and the Virgin Islands.
While shipments to Puerto Rico do not need to clear customs, they are subject to an excise tax based on the value of the goods as noted in the commercial invoice. Shipments must be cleared through the Excise Tax department before they can be released for delivery to the consignee. To accelerate the clearance process, please provide the following information:
  • commercial invoice showing description and value of the goods being shipped.
  • consignee name, address, and phone number (if available to assist in notification to the consignee of arrival of the goods and necessity to clear taxes)
  • tax bond number or tax exempt identification if available

Rating

Puerto Rico rates are based on six elements:

  • An SED preparation and processing fee of $18 per shipment. Check SED Instructions, requirements, and the availability of exemption from the fee if shipper files the SED online.
  • A documentation fee of $16 per shipment for special ocean documentation requirements, and for the excise tax clearance process document requirements.
  • UPGF 560 or appropriate base rate program for transportation to the Carteret, South Holland, Charlotte or Jacksonville gateways.
  • Ocean freight from the gateways to the San Juan Service Center is based on cubic foot pricing. These rates are covered in UPGF 20276-C.
  • Island delivery in Puerto Rico also is based on cubic foot pricing, covered in UPGF 20276-C. Shipments to the Virgin Islands are considered island delivery points from San Juan.
  • A Port Security fee of $15 per shipment.

Calculating Cubic Feet
Freight is measured on arrival at the gateway, as rates for Puerto Rico and the U.S. Virgin Islands are based on cubic foot measurements (length in inches × width in inches × height in inches divided by 1,728 = cubic feet).
Note: A weight factor may be applied to very dense freight on the ocean freight segment and island delivery segment. To ensure an accurate rate quote, freight should be calculated both by weight and cubic foot.
